to businesses, they did not know about the requirements that they had to meet with the federal a-d-a laws. once letters came in, they didn't really know how to respond. they sort of put it away. and it was more egregious especially for our mono lingual communities and our merchants who really didn't understand the correspondence that they were seeing. and, so, it really left them in a bad position. some of the businesses found that they had to close down their shops because they simply could not afford to make the a-d-a improvements and could not afford to pay the penalties associated with that. that's something we don't want to see. especially in the last few years, i think san francisco, we have really powered through some rough years economically. i hear with many of my merchants on sirfing street here who stuck with the neighborhood, stuck with this community and have gone through tough economic times and weathered it with us. we just want to make sure that we do everything we can as a city to support them. and, so, this issue about a-d-a com playboytionv fa public libraritionv is som

and i have a couple of questions, first of all i want to say that ignorance of the law is no excuse. and you have been in business nine years at that location and for nine years you have needed an extended hours permit. also, you can't blame your employees for not acting right because the buck stops with the managers and the employer. and you have to take responsibility for that. and if you have a beer and wine license, which is an abc permit, you are not supposed to let intoxicated people into your place. that is... it is just you are not supposed to, period. as long as you have a license. having said that, i wanted to ask you about three notices of violation that you got dated october 16th, and noticing that you were in violation of 1060 and 1070, where a permit is required and also, noise ordinance. and then, you had another one and you continued to operate even though you were given a notice of violation. and you got another notice of violation on november 11th. at 2:30 in the morning and also a violation of 1070.1 which is the extended hours permit and you continued to operate i

for one, the ammunition that has been designed especially by law enforcement for military use has no reason to be in our homes and on our streets. and, so, we are introducing legislation focused on what has been labeled to be the hollow point bullets, but there are other types of bullets that are designed for more massive destruction of the human body that should only be in the hands of law enforcement and the military, and not in the civilian hands at all. and we want to ban them from possession in our city of san francisco. so, we're introducing legislation aimed at that kind of ballistics ammunition and banning them from possession in our city. the second piece of legislation is we believe that any person who purchases more than 500 rounds of any type of ammunition, notice should go to our police chief so that we have time to investigate as to reasons why that purchase should be made and understand who is making it. so, we are introducing a second piece of legislation about notification to our police chief of any of that kind of high level of purchase. these are at least two thing

it is not just about enforcing the laws that make it clear how the laws apply. it is, though, as we said, you can't get at this through enforcement alone. this is a culture that tolerates this and in too many ways promotes it. as tom mentioned we have an unprecedented partnership not just between our agencies but agencies across the federal government that the president has convened to bring our best resources and minds to bear to do something about it. there is now a web site, stopbullying.gov where a tool kit is being developed and these kinds of best practices are being promoted. the center for disease control, the division of violence prevention, an effort to use good data in research, they have released a come pend yum of common bullying tools. that's also available online. we are doing these conversations with community and the president has convened now two bullying summits where we bring the best practices to bear and learn locally. we've been doing webinar series across the country, you can find the dates for those on the web site. tom also mentioned ab
